I am looking for a website that will give me access to HR/Payroll policies, procedures, and laws for multiple states. The two I have come across are SHRM and HR-BLR, but not sure which is best or if there is another site that is more beneficial. Any suggestions?

I prefer BLR personally.

Another one to look at is Legalworkplace.com (formerly AHI). They have many free articles and forms.

But I am not sure either of those deal with payroll, especially by state. You may need to go with one of the major payroll sites for that (look or ask on the General topics...I think it is APA and another one, but I can't remember off the top of my head). Actually just looked at AHI/LW and they do have a Payroll Compliance manual with state by state laws.

Generally I find that resources are either good for HR OR Payroll, but not both.

Also check out the specific state websites. Some are better than others though.

Of course, the really good resources for state issues are subscription services.

The paid payroll library services are APA, BNA, CCH, and RIA. I have used CCH and am currently using BNA, but I have heard other people say that they have used and liked the other two services. Once upon a time BNA used to give a free 30 day trail. That still might be true.

If anyone is doing serious multi-state payroll work, the paid library services IMO are mandatory. For federal only, The Payroll Source Book is probably easier to use.
